License system uses JWT keys but has no payment processing.\n\nNeeds:\n- Stripe Checkout or Payment Links for Pro ($29.99) and Household ($49.99) tiers\n- Failed card / error handling\n- Webhook handler with idempotency (PAY05)\n- Tax handling via Stripe Tax (PAY06)\n- Receipt emails (PAY07, depends on EML01)\n\nMust be complete before July 1 pricing cutover.\n\nLaunch readiness: PAY01, PAY02 BLOCKERS
